Sound fisheries management requires sufficient information on population dynamics and biometrics to estimate maximum sustainable levels of exploitation. Marine capture fisheries resources are considered close to full exploitation worldwide with about half of them fully exploited, one quarter over exploited, depleted or recovering from depletion and one quarter only with some capacity to produce more than they presently do (FAO, 2015). In the Philippines, most of the traditional fishing grounds have been showing signs of overfishing. Changes in species composition and reduction of size of fish caught are signs of depletion and indications of overfishing.
