In accordance with IOC Assembly Decisions A-33/4.2 and A-33/4.4 (2025), this document provides a summary of the joint activities undertaken by the Groups of Experts on Capacity Development and Ocean Literacy to date and the workplan set out for the joint working of the two Groups of Experts across 2026–2027, the full outputs of which will be reported on at the 34^th Session of the IOC Assembly. An updated implementation plan for the IOC Capacity Development Strategy 2026–2030 is annexed to this document in English only.

The financial and administrative implications of the activities outlined in this report fall within the parameters of the regular budget of IOC for capacity development and ocean literacy.
