Specifically, we are seeking comments from IOC Member States on the "Draft Assessment of Assessments Report" prepared by the Group of Experts that has been established for this purpose. Background and mandate As you will know, in 2002 the World Summit on Sustainable Development in Johannesburg recommended the establishment of a Regular Process under the United Nations for global reporting and assessment of the state of the marine environment, including socio-economic aspects (the Regular Process). After endorsement by the United Nations General Assembly, and examination of the proposal by two international workshops, UN General Assembly Resolution 60/30 put in place arrangements for a start-up phase of the Regular Process. This start-up phase is known as the Assessment of Assessments. More information can be found on the Assessment of Assessments website: www.unga-regular-process.org / The essence of the mandate for this Assessment of Assessments is that it should: a. Assemble information about marine assessments relevant to the regular global process, carried out under the purview of UN agencies, global treaty organizations, regional organizations, national governments and other relevant organizations where appropriate. b. Undertake a critical appraisal of the assessments in order to evaluate their scientific credibility, policy relevance, legitimacy and usefulness. The appraisal should in particular identify: (i) Best practices and approaches (including best practices in assessment methodologies); (ii) Thematic and geographic assessment gaps and needs; (iii) Uncertainties in scientific knowledge, data gaps and research needs; (iv) Networking and capacity-building needs in developing countries and countries with economies in transition; c. Identify a framework and options to build the Regular Process, including potential costs, based upon current relevant assessment processes and practices. Implementation The arrangements set up by the General Assembly provided for: (i) an Ad Hoc Steering Group consisting of representatives of UN Member States appointed by the President of the 60 GA on a balanced regional basis; (ii) two UN specialized bodies to oversee the production of the Assessment of Assessments; and (iii) for a Group of Experts to carry out the actual Assessment of Assessments. The Group of Experts is supported by a Secretariat provided by the UN Environment Programme (UNEP) and the Intergovernmental Oceanographic Commission of the UN Educational, Scientific and Cultural Organization (IOC/UNESCO). The Group of Experts, working since March 2007 on the Assessment of Assessments, has now completed a well-developed draft of its report. In accordance with what the Group considers to be best practice, this draft will be peer-reviewed by recognised experts in the relevant fields who have not been involved in developing the draft. Whilst the draft report has now been sent out for an expert peer review at the start of December 2008, Member States are also invited to provide comments and review the draft report. This review process will be conducted until 31 January 2009. The draft report The report is based on the detailed examination of a large number of assessments of the oceans and seas. The assessments examined were chosen partly on the basis of work by the UN Environment Programme World Conservation Monitoring Centre in creating a database of marine assessments, and partly by the Expert Panel on the basis of their own knowledge and of discussions with regional organisations. Summaries of these examinations were prepared for 21 regions (identified solely for the purpose of the Assessment of Assessments) and for a number of supra-regional issues which affect the worlds oceans on a scale greater than that of the regions. The report has been developed on the basis of the information contained in these summaries and covers: a. a description of the Assessment of Assessments process; b. the definitions and analytical framework that has been used; c. the findings on assessment products and processes that have been drawn from the examination of assessments; d. best practice, derived from these findings, in establishing and conducting assessments of the marine environment; e. a framework and options for the future of the Regular Process. As mentioned earlier, Member States are being invited to take part in the review of the draft report. Your Government and the other peer-reviewers are being asked to comment on: a. the accuracy of the material used in the draft report and summaries; b. whether there are any significant gaps in the material; c. whether there are significant flaws in the argumentation of the report and summaries. This report will be the responsibility of the Group of Experts collectively. This final version will be examined by the Ad Hoc Steering Group in April 2009, and then submitted by the lead agencies (UNEP and IOC) to the UN General Assembly for consideration under the agenda item Oceans and the Law of the Sea at its session in the autumn of 2009.
