IOC Circular Letter No. 2276 IOC/PB/PK/BA (Available in English only) 24 September 2008 To : ICG/PTWS Tsunami Warning Focal Points (TWFP) and Tsunami National Contacts (TNC) ICG/PTWS Chair and Vice-Chair cc. : Official National Coordinating Body for liaison with the IOC in IOC Member States Permanent Delegates/Observer Missions to UNESCO of IOC Member States National Commissions of UNESCO in IOC Member States Subject: Working Groups of the Intergovernmental Coordination Group for the Pacific Tsunami Warning and Mitigation System (ICG/PTWS): call for nomination of experts At the Twenty Second Session of the Intergovernmental Coordination Group for the Pacific Tsunami Warning and Mitigation System (ICG/PTWS-II) held in Guayaquil, Ecuador, 1721 September 2007, Member States recommended: a) To abolish the Working Group on Seismic Measurements, Data Collection and Exchange b) To continue the Working Group on Sea-Level Measurement, Data Collection and Exchange (Chair: Australia) and the Working Group Five on Interoperability of regional, sub-regional and national tsunami warning systems in the Pacific (Chair: USA). c) To establish five new Working Groups, namely Working Group on Pacific Emergency Communications and Technologies, Working Group on Rapid Near Field Recognition of Tsunamigenic Earthquakes and Associated Tsunamis and three sub-regional Working Groups: the Southeast Pacific Region, the Southwest Pacific Region, and the Central American Pacific Coast. / In addition to the above, ICG/PTWS XXII established a Task Team to design and carry out the Pacific-Wide Tsunami Exercise 2008 that should include representatives from PTWC, WC/ATWC, NWPTAC, Australia, New Zealand, Peru, Republic of Korea, the Russian Federation, and ITIC. The IOC 41st Executive Council, 24 June 1 July 2008, Paris, France, accepted the Executive Summary Report of ICG/PTWS XXII and the Recommendations it contains. Only the Working Group on Interoperability of regional, sub-regional and national tsunami warning systems in the Pacific and the sub-regional Working Group of the Southeast Pacific Region have been active, either through email or meetings; as well, the Task Team on the Pacific-Wide Tsunami Exercise 2008. Consequently, Member States of ICG/PTWS are kindly requested to nominate experts to the following Working Groups: Working Group One: Sea-Level Measurement, Data Collection and Exchange Objectives: Review and report on existing arrangements with regard to sea-level data collection and exchange. Review and monitor status of Pacific Ocean sea level networks related to tsunami observation. Coordinate plans for sea level observing sensitivity tests to understand the optimal, effective PTWS sea-level network and associated technologies. Liaise with CBS/WMO/JCOMM and relevant Expert Teams to develop a more effective data representation and code form for the exchange of sea-level data (standards, metadata requirements). Review and report on various means of transmitting sea-level data to warning centers, and conduct tests of latency (timeliness) of GTS transmissions. Liaise with other sea level measurement, data collection and exchange working groups from the other ocean basins, as well as other working groups within ICG/PTWS to coordinate and ensure efficient and effective sea level observations for tsunami warning and mitigation. Chair: Australia (Rick Bailey) Working Group Two: Interoperability of regional, sub-regional and national tsunami warning systems in the Pacific Objectives: Coordinate the development and operational implementation of warning systems in the Pacific through: Advice on the modalities of operation, methods and standards for the development and issuance of warnings, and requirements in terms of coordination and operating within a multi-hazard approach, Advice on arrangements for redundancy and back-up arrangements, Support the update of the PTWS Communications Plan. Chair: USA (Charles McCreery) Working Group Three: Pacific Emergency Communications and Technologies Terms of Reference: To encourage member states to develop arrangements for the transmission and receipts of tsunami warnings alerts from international centres, and the dissemination of alerts and public safety actions within their countries, To provide a forum to identify methods and systems currently available and planned for the future for alert dissemination within Member States, and internationally across the Pacific, and between oceanic basins, To consult with National Tsunami Warning Focal Points to determine appropriate requirements for the dissemination of alerts from the Tsunami Warning Centres and exchange of information for the confirmation of reception; Composition: The Group will be composed of Canada, Chile, Ecuador, New Zealand, Nicaragua, Samoa, USA, PTWS communication providers, and through nomination by the countries, National Tsunami Warning Focal Point and the emergency managers from interested Member States, and representatives from non-PTWS countries as observers, Chair: Vacant Working Group Four: Rapid Near-field Recognition of Tsunamigenic Earthquakes and Associated Tsunamis Terms of Reference: To facilitate the exchange of information on rapid near-field detection techniques being used, evaluated or proposed by Member States, To compile and disseminate information on rapid near-field detection techniques being used, evaluated or proposed by Member States, To provide guidance and advice to Member States considering using techniques for rapid near-field detection. Chair: Canada (Recommended) Working Group Five: South West Pacific Region Terms of Reference: to evaluate capabilities of countries in the Southwest Pacific Region for providing end-to-end tsunami warning and mitigation services, to ascertain requirements from countries in the Southwest Pacific Region for the tsunami warning and mitigation services, to facilitate tsunami hazard and risk studies in the region, to facilitate cooperation in the establishment and upgrading of seismic and sea level stations and networks in the region, and the interoperability of these systems in accordance with ICG/PTWS requirements, to facilitate capacity building and the sharing of tsunami information in the region, including the effectiveness of ICG/PTWS services and the free and open exchange of data, to support the further development of the virtual centre of expertise in a multi-hazards context within SOPAC in line with the regional Early Warning Strategy, to facilitate the inclusion of tsunami hazard and response information into curricula, and development and dissemination of educational materials, Composition: The Group will be composed of representatives from member countries of SOPAC as members and observers including France and chaired by the Representative of New Zealand, with vice-chairs from Fiji and Samoa. SOPAC, with assistance of Australia and New Zealand could be asked to consider supporting the activities of the Group by providing logics and secretarial services. Chair: New Zealand (Ken Gledhill) Working Group Six: Central American Pacific Coast Terms of Reference: To assist the Central American countries in the development, improvement and implementation of their National Tsunami Warning and Mitigation Systems, and the countries which are becoming new members of ICG/PTWS in their integration into the ICG/PTWS, To recommend CEPREDENAC to determine whether the National Tsunami Warning Centers of Nicaragua or El Salvador (or of both countries cooperating) could act as interim Regional Tsunami Warning Center emitting warnings to all Central American countries, To invite CEPREDENAC to consider the implementation of a Technical Committee for the Development of Regional Tsunami Warning and Mitigation Systems, To implement a regional communications and warning plan, To facilitate Tsunami Hazard and Risk studies in the Central American Region, Composition: The Group will be composed of representatives from Nicaragua, El Salvador, Guatemala, Costa Rica, representatives of Honduras and Panama (as soon as they finalized the formal procedure of joining ICG/PTWS), and chaired by the representative from Nicaragua.
