Rafael Medeiros Sperb é Oceanógrafo formado pela Universidade do Rio Grande em 1989. Concluiu Especialização e mestrado em Ciência e Tecnologia Ambiental pelo IHE Delft, Holanda, em 1996, versando sua monografia sobre tema relacionado a gerenciamento costeiro. O doutorado, concluído em 2002, foi desenvolvido em Engenharia de Produção na Universidade Federal de Santa Catarina, na área de inteligência aplicada. Atualmente é professor titular da Universidade do Vale do Itajaí, onde implantou e coordenou o curso de Engenharia Ambiental até 2006. É responsável pelo laboratório de Computação Aplicada à gestão Ambiental desde 2001, tendo este recebido o Troféu de Inovação Tecnológica da FINEP - Etapa Sul em 2003 e 2006, referentes a projetos de pesquisa e desenvolvimento na área de sistemas de informação baseados em Web com suporte geoespacial (WebGIS). Em 2007 recebeu juntamente com o Dr. André Barreto, o Troféu Expressão Ecologia, na modalidade "Tecnologias Inovadoras" pelo Sistema de Apoio ao Monitoramento de Mamíferos Marinhos - SIMMAM. Dentre os projetos desenvolvidos destacam-se o Sistema de Informação do projeto Tamar (SITAMAR) e o Sistema de Rastreamento de Embarcações para o Programa nacional de rastreamento de Embarcações por Satélite PREPS, desenvolvido para o Ministério de Pesca e Aquicultura (MPA). Atua como líder de grupo de pesquisa em de sistemas de informação para a gestão ambiental, área em que vem atuando desde 1999. É membro com direito a vota da Open Source Geospatial Foundation OSGEO (www.osgeo.org), sendo um dos responsáveis pela implantação do capítulo brasileiro da Fundação.

Skills/Expertise Rafael Medeiros Sperb completed the Oceanography program at Rio Grande University - RS, Brazil in 1989. He concluded a specialization course and the Environment Science and Technology Masters' Program through IHE Delft, Netherlands, in 1996, writing about coastal management. He also completed the Production Engineering Doctorates' program in 2002 at Santa Catarina Federal University - SC, Brazil, with a research on applied intelligence to coastal zone management. Today Rafael Medeiros Sperb is a professor at University of the Itajaí Valley - SC, Brazil, where he initiated and coordinated the Environmental Engineering undergraduate course until 2006. He has been responsible for the Applied Computing Laboratory (LCA) since 2001. Under his direction, LCA was awarded with FINEP's Technology Excellence Trophy - FINEP in 2003 and 2006. Such awards are associated with research and development projects in the Web-based information systems with geospatial support area (WebGIS). In 2007, Sperb and Dr. André Barreto received the Ecology Expression Trophy for the Marine Mammals Monitoring System - SIMMAM. In 2011, he was the second runner-up in the second edition of the Professor Caspar Erich Stemmer Innovation Award in the Santa Catarina State, Brazil, offered by FAPESC. Some of his most significant projects are SITAMAR – Marine Turtle Project's Information System and the Fishing Vessel Tracking System - PREPS, developed to the Fishery and Aquaculture Ministry. Presently, Rafael Medeiros Sperb works on the "U513: seeking the Lonely Wolf" project as scientific and oceanographic operation coordinator in the quest for U513, a German U-boat found in July 2011. He is the leader of the research group on information systems for environmental management - one of his work areas since 1999, and Innovation and Technological Development Productivity Scholarship Grantee from CNPq. Moreover, he is a voting member at OSGEO - Open Source Geospatial Foundation (www.osgeo.org) and one of the responsible individuals for the Brazilian chapter of the Foundation. Rafael is also one of the associate directors of GeoSapiens Technology and Information Ltd., a technology-based company where he works with R&D for the private sector.
